VGP – The PM has issued an Action Plan for the
implementation of Resolution No. 76/NQ-CP on natural disaster prevention and
climate change adaptation.
The Action Plan aims to ensure the timely and effective
implementation of contents defined in Resolution No. 76/NQ-CP and the
coordination between ministries and ministerial agencies at all levels as well
as identify resources to realize measures and tasks set in the Resolution.
The Action Plan’s key tasks include the completion of
the legal documents, guidance on the enforcement of the laws, mechanisms and
policies on natural disaster prevention and control, technical standards and
criteria on ensuring safety in response to natural calamity and enhancement of
the effectiveness of working staff in charge of natural disaster prevention and

According to Resolution No. 76/NQ-CP, specific goal by
2025 is reducing 30% of human losses caused by natural disasters with similar
intensity and scale to those occurring in 2015-2020.
Viet Nam is one of the five countries hardest hit by
natural disasters. Over the past two decades, natural disasters left over 400
people dead and missing each year, caused economic losses equal to about
1-1.5% of GDP, and affected people’s living environment and conditions, as well
as socio-economic activities and sustainable development of the country.
Viet Nam was struck by 13 typhoons and tropical depressions in 2018.
