DECISION

On approving the support for the Project on developing the value chain connection associated with the production and consumption of fruits and vegetables

 

THE PEOPLE’S COMMITTEE OF LAM DONG PROVINCE

Pursuant to the Law on Local Government Organization dated 19th June 2015;

Pursuant to Decree No. 98/2018/NĐ-CP dated 5th July 2018 of the Prime Minister on the policies to encourage the development of cooperation and connection in the production and consumption of agricultural products;

Pursuant to Circular No.43/2017/TT/BTC dated 12th May 2017 of the Ministry of Finance on stipulating the regulations of management and use of non-business funding for the implementation of national target program on new-style rural area building in the period of 2016-2020;

Pursuant to Resolution No. 59/2017/NQ-HĐND dated 8th December 2017 of the Provincial People’s Council on promulgating regulations on working-trip allowances and expenditures related to conferences at agencies, units and organizations of Lam Dong Province; Resolution No. 104/2018/NQ-HDND dated 13th December 2018 on approving the policy to support the connection between the production and consumption of agricultural products in Lam Dong Province;

Pursuant to Decision No.46/2016/QĐ-UBND dated 19th August 2016 of the People’s Committee of Lam Dong Province on promulgating the regulated expenditures for scientific and technological tasks using the State budget in Lam Dong Province;

Considering the recommendation of the Director of the Provincial Department of Agriculture and Rural Development at Request Letter No. 10/TTr-SNN dated 16th January 2019 and the Director of the Provincial Finance Department at official document No. 786/STC-HCSN dated 9th April 2019,

HEREBY DECIDES:

Article 1. To approve the support for the Project on developing value chain connection associated with the production and consumption of fruits and vegetables with the following contents:

1. Project title: Project on Developing the Value Chain Connection associated with the Production and Consumption of Fruits and Vegetables.

2. Implementing agencies: An Phu General Agriculture Service Cooperative

- Legal representative: Mr. Le Van Ba, position: Director

- Address: Residential Group 4, Trung Hiep Hamlet, Hiep An Commune, Duc Trong District, Lam Dong Province.

- Business Registration No. 42E 0010 issued by the People’s Committee of Duc Trong District on 29th November 2016.

3. Implementation scale: the project will be implemented in the districts of: Duc Trong, Don Duong, and Lam Ha.

4. Managing agencies: Agro Forestry Fisheries Quality Assurance Sub-department – Lam Dong Department of Agriculture and Rural Development.

5. Implementation duration: 2012 -2020

6. Objectives of the project:

6.1 General objectives: To increase the quality of fruits and vegetables of An Phu General Agriculture Service Cooperative and the households participating in this connection; to form a value chain production connection including production, processing and consumption of fruits and vegetables to ensure the sustainability, competitiveness and increase economic effectiveness of the households participating in this connection in Duc Trong, Don Duong and Lam Ha Districts.

6.2 Specific objectives:

a. In 2019: An Phu General Agriculture Service Cooperative will cooperate with 29 households in the production, processing and consumption of fruits and vegetables products, with the area of 25 ha, the output is expected to reach 3,500 tons / year.

b. In 2020: To additionally cooperate with 31 households; the total number of households participating in this connection: 60 households, the area of 40 ha, the output is expected to reach 7,000 tons/year.

c. Products of the Cooperative and the households in this project are packaged, labeled and use traceable stamps; and 100% of the products are distributed through contracts stably and sustainably.

7. Implementation contents and support policies:

7.1. Support for consultation for building the connection:

a. Contents: Consultation for building the project, business and production plans, market development plans, and contracts with households.

b. 100% of the expenditures for implementation will be covered by State budget.

7.2. Support for infrastructure:

a. Contents: Support for purchasing and installing equipment to serve connection in order to minimize post-harvest losses, increase product quality, including: a vegetable washer with a capacity of 2.5 KW; mesh-belt conveyor; automatic vegetable packaging machine and the infrastructure to upgrade the preliminary processing - packing - preserving factory with a scale of 750m2.

b. 30% of the expenditures for implementation will be covered by State budget and 70% of the expenditures will be covered by the Cooperative.

7.3 Support on training:

a. Training subjects: the households participating in the project and staff members of An Phu General Agriculture Service Cooperative.

b. Training contents: enhance capacity for participants; help the Cooperative and the households to know how to implement value chain, increase market accessibility, build business and production plans, carry out business and production, apply high-tech in production, improve productivity and assure quality.

c. Quantity: 02 classes.

d. 100% of expenditures for implementation will be covered by State budget.

7.4. Support on seeds, packaging and labels of products

a. Contents: support all kinds of quality vegetable seeds; packaging, labels and traceable stamps.

b. 70% of expenditures for implementation will be covered by State budget and 30% of the expenditures will be covered by the Cooperative and households.

7.5. Support on the transfer and application of new science and technology, applying the technical process and synchronous quality management as the chain.

a. Contents: Support on applying good agricultural production processes according to VietGAP standards and safe processing processes according to HACCP standards by hiring a consulting agency to implement and issue certificates for households and the Cooperative.

b. 40% of the expenditures will be covered by State Budget, 60% of the expenditures will be covered by the Cooperative and households (The Cooperative will be responsible for counterpart funding).

7.6. Cost of management: implementing the assessment and selection of project list, assessment of the project; implementing the guidance, inspection, acceptance, assessment, preliminary and final review of the project.

IV. Expenditures for implementation:

1. Total expenditures for implementation: 8,305,850,000 VND (Eight billion, three hundred and five million, eight hundred and fifty thousand Viet Nam dong), in which:

a. Funding from the State budget: 3,002,263,000 VND

b.Funding from An Phu General Agriculture Service Cooperative and households involved: 5,303,587,000 VND.

2. Capital from the State budget is divided into 02 phases:

In 2019: 2,426,565,000 VND

In 2020: 575,698,000 VND

3. Budget source: The budget source used to support this project is from the Central budget's non-business capital to support the implementation of the national target program on building new rural areas in Lam Dong Province and the capital allocated for implementation of agricultural programs and projects in 2019 and 2020.

Article 2. Implementation:

1. An Phu General Agriculture Service Cooperative:

a. Act as an implementing agency of the project; be responsible for fully preparing human resources, facilities, choosing households to participate in the connection to meet the approved targets of the project; coordinate closely with the project management agency (Agro Forestry Fisheries Quality Assurance Sub-department) to be guided on the implementation of procedures, acceptance, and finalization in accordance with regulations.

b. Carry out the production process strictly according to the standards (VietGAP, HACCP) after being certified; organize training courses on capacity building and enhancing knowledge on the chain and technical process for the households involved.

c. Be responsible for mobilizing sources from the Cooperative and the households to ensure counterpart funding for implementing items and manage the use of funding supported by the State according to regulations.

d. Use supported equipment and machines for the right purposes, operate and preserve them according to regulations.

e. Carry out activities of market survey, product advertisement, and commercial promotion to expand business scale and increase product consumption; implement production cooperation as planned and purchase all quality products from the households according to the contract.

f. Coordinate with the local authority in building and developing the project in the province; yearly carry out the survey and sign contracts with new households to expand this connection; actively develop the number of households participating in the connection with the project objectives in the management capacity of the Cooperative.

2. Agro Forestry Fisheries Quality Assurance Sub-department, Department of Agriculture and Rural Development:

a. Act as a managing agency of the project; be responsible for inspecting and supervising the implementing unit of the project for the strict implementation of supporting contents according to regulations; guide the procedures, acceptance, payment and settlement of the supported funding, and purchase of machinery and equipment ensuring compliance with regulations.

b. Yearly, coordinate with the Provincial Coordinate Office on New Rural Development to propose the supported funding from the State budget (budget for the National target program on new rural development) to send to the Department of Finance, so that the Department of Finance will propose to the Provincial People’s Committee for budget allocation.

c. Coordinate with the project implementing agency, and relevant localities to organize preliminary and final reviews of project implementation results; report implementation results to the Provincial People's Committee after finishing the project.

3. Department of Finance:

Coordinate with the Department of Agriculture and Rural Development to yearly propose to the Provincial People’s Committee to allocate the funding for the project; guide the relevant agencies on the use and settlement of the funding according to regulations.

4. The People’s Committees of Duc Trong, Don Duong and Lam Ha Districts:

Coordinate with the Provincial Department of Agriculture and Rural Development in inspection and supervision of the project; support and create favorable condition so that the An Phu General Agriculture Service Cooperative and the households involved can implement the project in the localities.

Article 3. The Heads of the Offices of the National Assembly Delegation, People’s Council, People’s Committee of the province; Directors of the Departments of: Agriculture and Rural Development, and Finance; Chairmen of the People’s Committees of the districts of: Duc Trong, Don Duong, and Lam Ha; Head of the provincial coordination office on new rural development; Director of the Agro Forestry Fisheries Quality Assurance Sub-department; Director of An Phu General Agricultural Service Cooperative; heads of the relevant agencies/units and the households participating in the connection are responsible for implementing this Decision.
